Some scientists say that if Earth were in the Kuiper Belt, it would be almost impossible for us to recognize Earth as a planet, because the Kuiper Belt is so far away from Earth. Does this mean the New Horizons Spacecraft has a chance to find the so-called "Planet X"?

If New Horizons is going to reach Pluto in 2015, I want to know what kind of manpower will be used because children who are 15-16 yrs old today are going to be the ones who will then control the spacecraft. So is there a plan about how the mission will be carried out in the future because many of the scientists who are now working on the mission won't be present at the time when the spacecraft reaches Pluto?
